Instructions:
- Melt the butter in a skillet
 - Once melted, add the flour and using a whisk whisk until all incorporated
 - Slowly add the milk, stirring continuously with the whisk
 - Add in the heavy cream, continue whisking
 - Add pepper to taste
 - Bring to a heavy simmer, stirring often to prevent burning
 - When the sauce is as thick as you want, add in the chopped and chipped dried beef
 - Reduce heat and continue to stir to heat the beef through
 - Serve over toast
